Intent distribution

Each request is counted once: deduped by correlation_id, classified by the highest-seq row in its bundle (the terminal layer — proxy for non-Yellow flows, HIL state-transition for Yellow). This surfaces the operator-meaningful classification rather than the policy engine's own derived intent_category. Sorted descending by count; capped at 20 rows.
